Můžeme udělat EU demokratickou

Zpráva Avaazu, kterou považuji za natolik důležitou, že jsem ji zařadil i do svého zpravodaje. POkud jsem tím někoho urazil, moc se omlouvám. Ale myslím, že je to natolik důležité pro všechny z nás, že to stojí i za to.

Právě teď se za zavřenými dveřmi rozhoduje o osudu demokratické reformy, která by mohla změnit od základu fungování Evropské unie, která je dosud řízena vládami, mocnými společnostmi a lobbisty, bez účasti občanů.
LIsabonská smlouva otevřela novou možnost - jedná se o "Iniciativu Evropských občanů" (The European Citizens' Initiative (ECI)). Evropská komise by musela reagovat, když obdrží požadavek od více než milionu občanů EU. Byla by to radikální změna, ale mnozí politici z ní mají obavy a snaží se ji pohřbít.
Pár členů Evropského parlamentu se naopak snaží tuto změnu uvést v život. Potřebují nutně a rychle masivní podporu nás všech, aby se to podařilo. Jinak vlády a politici pohřbí tento demokratický prvek pod nánosem byrokracie.

EU byla po celá desetiletí obviňována, že trpí nadměrně komplexním, nedemokratickým rozhodovacím procesem, který dělá politiku EU nepřístupnou lidem. Ale nyní ECI, vytvořená Lisabonskou smlouvou, může být rozhodujícím bodem obratu směrem k větší demokratičnosti EU.

Některé členské státy, které se bojí větší občasnké účasti v legislativním procesu, trvají na tom, aby každý signatář ECI musel poskytnou číslo občanského průkazu nebo pasu, což s jistotou sníží účast občanů. Nezávislé úřady na ochranu dat v Evropě, potvrdili, že signatáře lze ověřit i bez těchto dat a že ve skutečnosti sběr těchto dat by byl obtěžující a mohl by vést k jejich zneužití.
V návrhu Evropské komise jsou i další prvky, které mají omezit skutečné využití ECI - např. nesmyslně krátké lhůty a kvóty na počet signatářů z jednotlivých zemí. Tím de facto vyloučí občanské skupiny z možnosti využít ECI jako nástroj ovlivnění politiky EU.
Parlament navrhl požadavky, které jsou k občanům daleko vstřícnější - lhůta pro sběr podpisů 18 měsíců a kvóty na počet signatářů v jedné zemi jen pro 1/5 zemí EU:

Avaaz jiz ECI používá k zlepšení demokratičnosti EU - sesbírli jsme milion podpisů a nyní předkládáme úplně první ECI, který má zabránit vstupu geneticky modifikovaných rostlin na evropský trh.
Ale tento i všechny další občanské iniciativy mohou být zničeny tím, že evropští politikové nastaví tak peticím nepřátelské podmínky, že je prakticky nebude možné splnit.
Rozhovory jsou nyní v kritické fázi, udělejme všechno proto, aby ECI fungovaly a aby EU pracovala pro nás, pro občany.

POzn.překladatele: Nejsem si jist, zda zrovna zákaz geneticky modiikovaných rostlin je to pravé, co potřebujeme. Ale jsem si absolutně jistý, že potřebujeme nástroj, kterým občané dají najevo, co chtějí. Voby nestačí, protože 1. málokdy se volí ohledně jedné věci. 2. konají se jednou za 5 let a hlavně 3. politici si pak stejně udělají, co chtějí, když si myslí, že jim to projde. A toto je možnost, jak jim ukázat, že co chceme.

Right now, the EU is deciding the fate of a ground-breaking new democratic reform that could change the way Europe is run, and counter the influence of powerful vested interests. The European Citizens' Initiative (ECI) requires the EU commission to act when it receives a request from over 1 million citizens. It's a radical innovation in EU governance, but it has some officials scared. They're trying to bury the ECI in a mountain of red tape - throwing up damaging barriers to citizens' participation.

Several members of the European Parliament are passionately fighting to protect the ECI. We urgently need a massive citizen outcry to weigh in on their side and shame the blocking governments and officials into creating the direct democracy that citizens want. Sign the petition below -- MEP Gerald Häfner, who is at the forefront of the negotiations, will present our petition in every Brussels back room meeting where it can make a difference:

For decades the European Union has been accused of suffering from overly complex, undemocratic decision-making processes that make EU politics inaccessible to citizens. But now, the ECI, introduced by the Lisbon Treaty last year, could be a real turning point in efforts to address the EU's democratic deficit.

Some member states, who fear greater citizen participation in the legislative process, are insisting that each ECI signer should provide the number of their ID card or passport number - a requirement that would radically decrease participation. Independent data protection bodies in Europe say ID numbers are not necessary for verifying signers -- in fact gathering this data is intrusive and can lead to identity fraud.

The European Commission has also proposed a short timeline and unnecessary country quotas for signatures that would de facto exclude many citizens’ groups from using the ECI. The Parliament has countered these with citizen friendly requirements -- a 18-month deadline for signature collection, and country quotas in just one fifth of all EU Member States.

Avaaz is already using the ECI to improve European democracy -- we've gathered over 1 million signers and are submitting the first ever ECI to freeze all genetically modified crops from entering Europe. But this and every other future initiative we build could be crippled if the officials manage to railroad through their stringent conditions.
